I think this quote means that when a person wins a medal or award that only because they have won it means that they deserve it. People that deserve the medals are people who are commited into doing their work and trying and never giving up. For example all Olympic medalist try very hard and some of them don’t even get medal but inside them then know they deserve it like every one else does too.
